A control to enable or disable ciscoGrtRouteTableLoad
notifications as follows:
'true' Indicates that the ciscoGrtRouteTableLoad
notification should be generated when the load
operations is started or completed. That is,
the notification generation is enabled.
'false' Indicates that ciscoGrtRouteTableLoad notification
generation is disabled.
