A control to enable or disable ciscoGrtDestStateChange
notifications as follows:
'true'  Indicates that the ciscoGrtDestStateChange 
      notification should be generated when the state of 
      any destination changes. That is, the notification
      generation is enabled.
'false' Indicates that ciscoGrtDestStateChange
      notification generation is disabled.
