The Phase-1 Failure Table index.
This object has no relationship to the
cisgIpsSgTunIndex of the tunnel when it was active.
The value of the index is a number which
begins at one and is incremented with each
Phase-1 failure. The value
of this object will wrap at 4,294,967,296.
