cryptomap sets that are fully configured.
          
The operator may include different types of
cryptomaps in such a set - manual, ISAKMP or 
dynamic.
          
An entry is added to (removed from) this table
automatically by the agent when the first (last)
'active' entry with the corresponding
cipsStaticCryptomapSetName is added to
(removed from) cipsStaticCryptomapTable.
