scalar OctetsSNMPv2-SMICounter32 
The total number of decompressed octets received
by all current and previous IPsec Phase-2 Tunnels.  
This value is accumulated AFTER the packet is 
decompressed. If compression is not being used, 
this value will match the value of cipSecGlobalInOctets.

 for the number of times this counter has wrapped.
