scalar SNMPv2-SMICounter64 
A high capacity count of the total number
of decompressed octets received by all current 
and previous IPsec Phase-2 Tunnels.  This value 
is accumulated AFTER the packet is decompressed.
 If compression is not being used, this value 
 will match the value of cipSecGlobalHcInOctets.
