notification 
A notification indicating that one or more
PVCLs on this interface has failed since the last
cIntfPvcFailuresTrap was sent.  If this trap has not been
sent for the last cIntfPvcNotificationInterval, then
it will be sent on the next increment of
cIntfPvcFailures.
