and replaced by cggsnUmtsQosCacTcRevBitRate. While retrieving the
the value of cggsnUmtsQosCacTcBitRate, the maximum value of 16000
will be returned if the value of cggsnUmtsQosCacTcRevBitRate for
the same instance exceeds 16000.
