'true' - Reject the exceeding max throughput traffic.
'false' - Downgrade to the max throughput value set in
cggsnUmtsQosCacMaxThruPut
This object can be set to 'true', only when
cggsnUmtsQosCacMaxThruPut is set to a non-zero value.
