This object specifies the duration for which
the buffering agent waits before discarding a
buffer.
The discard timer begins when a packet is
enqueued in the allocated buffer for a bearer.
Whenever a packet is enqueued for a bearer, the
discard timer is reset. If the timer expires,
then the buffer is freed.
