A control object to enable/disable
ceStateExtStandbyStatusChange notification for each
entity.
followsGlobal(1): The ceStateExtStandbyStatusChange 
                  notification for this entity is 
                  enabled/disabled based on the value of
                  ceStateExtGlobalStandbyStatusNotifEnable
                  object. 
disabled(2):      The ceStateExtStandbyStatusChange 
                  notification is disabled for this entity.
