A control object to enable/disable
ceStateExtStandbyStatusChange notification
at the system level.
          
This object should hold any of the below values.
enabled(1) - The notif is enabled globally for the system
disabled(2)- The notif is disabled globally for the system
          
If the value of this object is 'disabled', then
the ceStateExtStandbyStatusChange notification
will not be generated from the system. If the value of
this object is 'enabled', then the generation of this 
notification for an entity will depend on the value of 
ceStateExtStandbyStatusNotifEnable object for that entity.
