'ceipSecTunIndex', is an index of security 
associations comprising the Phase-2 IPsec tunnel 
represented by the tunnel index 'ceipSecTunIndex'.
              
The value of this index is a number which begins at
1 and is incremented with each SPI associated with
the corresponding IPsec Phase-2 Tunnel.
