csgUserRowStatus

This object is used by the manager to create
or delete the row entry in the csgUserTable
following the RowStatus textual convention.
              
If this row is deleted, then accounting records
subsequently generated by the associated CSG line
card (identified by csgUserCardId) will not contain
user information.
