ccsQuotaMgrRowStatus

This object is used by the manager to create
or delete the row entry in the ccsQuotaMgrTable
following the RowStatus textual convention. 
              
For the prepaid billing
function, at least one QuotaMgr must be available.
Therefore, deletion of the last
QuotaMgr causes all accounting processing to switch
to post-paid billing.
              
This row can be deleted regardless of the value
of ccsQuotaMgrState. Requests queued for the deleted
QuotaMgr are requeued to another QuotaMgr if one is
available. If no QuotaMgr is available, processing
reverts to post-paid billing.
