notification 
A high watermark of percentage of capacity for transparent
requests redirected to the Content Engine via WCCP
(Web Cache Control Protocol) has been reached.
Subsequent WCCP requests are rejected and forwarded
to the Origin Server until the utilization falls
below a low watermark.
