column millisecondsSNMPv2-SMIInteger32
The minimum value permitted by a TCP implementation for the retransmission timeout, measured in milliseconds. More refined semantics for objects of this type depend upon the algorithm used to determine the retransmission timeout. In particular, when the timeout algorithm is rsre(3), an object of this type has the semantics of the LBOUND quantity described in RFC 793.

How SNMP and these commands workWalk the column to discover its indexed instances, or supply every index to read one instance.
Walk the column
/usr/bin/snmpbulkwalk -v2c -c '<community>' -Pud -Ir -OQUs -m 'CISCO-CIPTCPIP-MIB' -M '/opt/observium/mibs/cisco:/opt/observium/mibs/rfc:/opt/observium/mibs/net-snmp' 'udp:<hostname>:161' 'CISCO-CIPTCPIP-MIB::cipTcpRtoMin'
More examples
Read one indexed instance
/usr/bin/snmpget -v2c -c '<community>' -Pud -Ir -OQUv -m 'CISCO-CIPTCPIP-MIB' -M '/opt/observium/mibs/cisco:/opt/observium/mibs/rfc:/opt/observium/mibs/net-snmp' 'udp:<hostname>:161' 'CISCO-CIPTCPIP-MIB::cipTcpRtoMin.<ifIndex>.<cipIpAddress>'
Translate to a numeric OID
/usr/bin/snmptranslate -Pud -Ir -On -m 'CISCO-CIPTCPIP-MIB' -M '/opt/observium/mibs/cisco:/opt/observium/mibs/rfc:/opt/observium/mibs/net-snmp' 'CISCO-CIPTCPIP-MIB::cipTcpRtoMin'
