This notification indicates a Registration
Request received has failed which may be due to
one of the following reasons:
insufficient resource,
Administrative prohibition,
MN authentication failure,
registration id mismatch,
bad request,
unknown HA address
or T bit not set or unsupported VID.
The agent should not generate more than 1 trap
of same type per second to minimize the level of
management traffic on the network.
