Indicates whether Flash soft key display on IP Phone
is enabled.
Flash softkey is provided Cisco IP phones 7940 and 
7960 users on Foreign Exchange Office (FXO) lines 
attached to the Cisco CallManager Express system.
'true' means Flash soft key display on IP Phones is 
enabled.
'false' means that the Flash soft key on IP phones 
is not displayed in a Cisco CallManager Express system.
