An entry in the BERT configuration table. 
An entry is created for each interface running BERT by NMS.
The ifIndex refers to a unique value of an interface 
in the ifTable on which BERT is being run.
The BERT is started or stopped as by-product of creating 
and deleting entries in the cbConfTable.
