This object is used to indicate if the entry has 
valid statistics data. It contains a value of 
true(1) if the data is valid and false(2) otherwise.
A possible scenario when this flag will be set
to false(2) is when there are time changes due to
daylight savings time and/ or time zone changes.
This flag can also be set to false(2) if 
statistics in this 15 minute interval have 
experienced discontinuity.
