This object indicates the Committed Information Rate (CIR)
              
              
for the scheduler profile. CIR is the average rate
              
              
in kbps for which ingressing traffic is considered green. 
              
              
If the traffic flow rate is at or below the CIR, the system will 
              
              
allow the traffic without any change.
