power supply state changes to one of these:
                - faulted (2)
                - offline (3)
                - unequipped(4)
To enable the device to send this trap:
        -       cienaCesChassisAllPowerSupplyTrapState needs to be set to enabled
cienaCesChassisAllPowerSupplyTrapState is set to enabled by default.
