Number of octets in IP datagrams delivered to the lower layers for
transmission. This objects counts the same octets as OutOctets, but
allows for larger values.
              
Discontinuities in the value of this counter may occur at
re-initialization of the system, and at other times as indicated by the
value of DiscontinuityTime.
              
This object is only available if the capability object
'cie1000IpCapabilitiesHasPerInterfaceIpv4Statistics' is True.
