transmitted bytes on the particular interface. 
              
If the value of cFcStatsOutElements
is greater than 4,294,967,295, the higher word value will
be stored in this object.
              
SNMP v2c or v3 managers can directly use
cFcStatsOutElementsHC, which is a 64 bit counter.
