This object gives the higher word value the total number 
of errors encountered on the particular interface. 
              
If the value of cFcStatsInTotalErr
is greater than 4,294,967,295, the higher word value will
be stored in this object.
              
SNMP v2c or v3 managers can directly use
cFcStatsInTotalErrHC, which is a 64 bit counter.
