The threshold is used to monitor the power adjust in the flap list. For a range request received that results in a power adjust exceeding the threshold value will cause the counter cadIfCmtsCmCountsPowerAdjExceedsThreshold to be incremented. If the threshold is set to 0, the monitoring of power adjustment in the flap list is disabled.
