The per-upgrade state of a stacking or SPX system. The system must be in ready state before 
the upgrade process starts. It checks the following aspects:
  Topology is Ring                         Yes
  Standby Present                          Yes
  Standby ready for upgrade                Yes
  Flash use in progress                    No
  Secure Setup in progress                 No
  ISSU in progress                         No
  Election in progress                     No
  All units in ready state                 Yes
  Primary Image is upgrade compatible      Yes
  Secondary Image is upgrade compatible    Yes
  Startup config and Running Config Same   Yes 
  Config mode conflict                     No
If one of above check fails, then system is not ready for stack upgrade
