Enables or disables the RAM scrambler.
Setting cmOtpSecurityLevel to fullSecurity(2) will cause the value of
this object to be set to true(1). Setting cmOtpSecurityLevel to
noSecurity(0) will cause the value of this object to be set to
false(2).
