applies.  In normal factory mode, ie if cableDataPrivateMibEnable
is set to factory(1), this object is read-only.
              
In engineering mode (cableDataPrivateMibEnable set to engineering(2)),
this object is writable to enable reconfiguration of the offset table
for a class of devices.
