Specifies the amount of time (in minutes) IP addresses of
the associated pool are leased to clients.
If in case of manual assigned IP address ipStatAddrLeaseTime 
value is specified (i.e. is not -1), ipDhcpPoolLeaseTime is 
ignored in favor of this parameter.
