The low threshold for the number of tunnels that are created. If a bWagTunHighThresholdReached event was previously generated, and, the current count of tunnels falls below the value of bWagTunnelCountLowThreshold, then a bWagTunLowThresholdReached event will be generated. No more bWagTunLowThresholdReached events will be generated until the value for the current count of tunnels becomes equal to or greater than the value of bWagTunnelCountHighThreshold.
