configChangeSMSpecificObject is a generic object
which is Service Module Specific. It can be used
	 for different purposes in different cards. The
	 usage of the same with regard to very card type is
	 listed below.
          
	 FRSM-8T1E1 - used to store portDs0ConfigBitMap
	 FRSM-VHS   - used to store portDs0ConfigBitMap
	 CESM-8T1E1 - used to store cesPortDs0ConfigBitMap
	 CESM-T3E3  - not used
	 AUSM-8T1E1 - not used
          
This object is not applicable to MGX 8850 
Release 1.x.x and MGX8220.
