Status of phone in service. This variable returns
0 if the phone is not in service nor is attempting to register,
1 if the telephone has failed Gatekeeper Discovery, 2 if the 
telephone has successfully completed Gatekeeper Discovery but 
has not successfully completed registration, 3 if the telephone
has successfully registered but does not have a TCP connection, 
and 4 if the telephone is registered and has a TCP connection.
