IKE Phase 1 encryption algorithm.  This variable returns.0 if any encryption algoithm 
is acceptable for IKE Phase 1, 1 if AES-CBC-128 is proposed, 2 if 3DES-CBC is proposed, 3 if
DES-CBC is proposed, 4 if AES-CBC-192  is proposed, 5 if AES-CBC-256 is proposed, and 6 if
NULLencryption is proposed.
