DHCP compliance flag. This variable returns  0 (the default) if the
telephone ignores the DHCP standard and continues using its IP address after its 
lease has expired, assuming the DHCP server cannot be reached.  The value 1 is returned
if the DHCP standard is followed and the telephone stops using its IP address (IPADD).
