radio will scan for other BSS activity on all
channels available in the current
awcDot11CurrentCarrierSet before establishing
its own BSS.  After the scan, this station
will establish its own BSS on the channel it
considers to have the least probability of
congestion.  If false, this station always
establishes its BSS on dot11CurrentChannel.
