Indicates the number of I-SID/VLAN bindings
from received FA I-SID/VLAN Assignment TLVs
that have expired on all device ports since 
the most recent epoch (e.g., device reset, 
global statistics reset). Counter is not 
incremented when bindings are deleted for 
reasons other than expiration.
