Enables / disables flow control for the interface.
              
This object be configured only if the 'PortCtrlMode' is 'nonegotiation'.
If the 'PortCtrlMode' is 'auto', it obtains the value from Hardware 
after negotiating  with its peer.
              
Since this object is deprecated, corresponding functionality can be
realised by dot3PauseAdminMode from stdether.mib
