scalar r/w Enumeration 
The administrative system control status               
requested by management for Split Horizon. 
The value 'start' (1) indicates  that all 
resources required for split horizon 
should be allocated  and Split horizon 
should be supported in the device on all  
ports. The value 'shutdown' (2) indicates 
that Split Horizon should be shutdown in 
the device on all ports and all allocated 
memory must be released.
