This indicator value corresponds to action progress in percentage.
If action fails, this value immediately is frozen until
sysMgmtCurrentState goes to 'idle'.
If action is successfuly completed, this value is 100 and is frozen
while sysMgmtCurrentState is 'hold', then returns to zero.
