aluExtNetworkPolicyType determines the point of attachment of the
network qos policy.  'ipInterface' type can be attached to ip interfaces,
'ring' type can be attached to ring MDAs.
              
Network Policy 1 is the only policy with 'default' type, that is used
as the default policy on both ip interfaces and ring MDAs.
