use for shaper of all unshaped SAPs on this MDA.
              
If the MDA can support shaper, the default of aluExtTmnxMDAAccessIngShaperPolicy
is set to shaper policy 'default'.  Otherwise, this object is set to empty string
when the MDA cannot support shaper.
