The value of vRtrIsisStrictAdjacencyCheck specifies whether an
ISIS adjacency can be formed when two routers do not run the 
same IP versions.
              
When the value is 'true', both routers have to run the same IP
versions in the ISIS protocol. When it is 'false', having one 
common IP version running is enough to form an adjacency.
