This specifies a Vlan to which the service is to be forwarded.
For entries with iphelperService equal to iphelperBootp(1),
  a value of 0 indicates that no vlan is being used.
For entries with iphelperService not equal to ipHelperBootp(1),
  only non-zero values may be specified.
