Setting tmnxOamPingCtlTrapGeneration
to probeFailure(0) implies that a tmnxOamPingProbeFailed
NOTIFICATION is generated only when the number of
successive probe failures, as indicated by the
value of tmnxOamPingCtlTrapProbeFailureFilter, fail within
a given ping test.
