Time in seconds that a route will remain active
in RIB before being moved to the invalid state.
The value must be at least three times the
update interval.  The defined range of 1 to 360
allows backwards compatibility with older devices
which do not enforce the three-times constraint.
For newer devices which enforce the three-times
constraint with the update interval, the
minimum allowed value of the invalid timer
is 3.
