() for the Aggregation Port. A value of 'noChurn'
indicates that the state machine is in either the
NO_PARTNER_CHURN or the PARTNER_CHURN_MONITOR
state, and 'churn' indicates that the state machine is
in the PARTNER_CHURN state.
