Object
column SNMPv2-SMIUnsigned32
The neighbor's sub-value for the entry based on the neighbor configuration type. If the configuration type is vlan, this value is not used and will always be 0. If the configuration type is service and the alaIpmsNeighborIfIndex is 0, this value represents the SDP Id. If the alaIpmsNeighborIfIndex is not 0, this value represents the SAP encap value. A value of ~0 is used to represent overloaded neighbor state for non-xlate SAPs

How SNMP and these commands workWalk the column to discover its indexed instances, or supply every index to read one instance.
Walk the column
/usr/bin/snmpbulkwalk -v2c -c '<community>' -Pud -Ir -OQUs -m 'ALCATEL-ENT1-IPMS-MIB' -M '/opt/observium/mibs/alcatel-ent1:/opt/observium/mibs/rfc:/opt/observium/mibs/net-snmp' 'udp:<hostname>:161' 'ALCATEL-ENT1-IPMS-MIB::alaIpmsNeighborSubValue'
More examples
Read one indexed instance
/usr/bin/snmpget -v2c -c '<community>' -Pud -Ir -OQUv -m 'ALCATEL-ENT1-IPMS-MIB' -M '/opt/observium/mibs/alcatel-ent1:/opt/observium/mibs/rfc:/opt/observium/mibs/net-snmp' 'udp:<hostname>:161' 'ALCATEL-ENT1-IPMS-MIB::alaIpmsNeighborSubValue.<alaIpmsNeighborConfigType>.<alaIpmsNeighborAddressType>.<alaIpmsNeighborValue>.<alaIpmsNeighborIfIndex>.<alaIpmsNeighborSubValue>.<alaIpmsNeighborTagIndex>.<alaIpmsNeighborHostAddress>'
Translate to a numeric OID
/usr/bin/snmptranslate -Pud -Ir -On -m 'ALCATEL-ENT1-IPMS-MIB' -M '/opt/observium/mibs/alcatel-ent1:/opt/observium/mibs/rfc:/opt/observium/mibs/net-snmp' 'ALCATEL-ENT1-IPMS-MIB::alaIpmsNeighborSubValue'
