The IP Multicast bidir forward entry's sub-value based on the type specified
in alaIpmsBidirForwardType. If the type is vlan, this value is not used and
will always be 0.  If the type is service and the alaIpmsBidirForwardIfIndex is 0, 
this value represents the SDP Id.  If the alaIpmsBidirForwardIfIndex is not 0, 
this value represents the SAP encap value.  A value of ~0 is used to represent
overloaded forward state for non-xlate SAPs
